After the liberation of Korea, Underwood the second was in charge of the U.S. Army and from that influence, the 'Kyung sung European American Cemetery Committee' transferred the rights of the ownership. After, Underwood became the chief of "Kyung sung European American Cemetery Committee'.

After confirming the consequences of the compensation that follows Seoul city plans, (the 2nd Han River bridge and the 2nd line subway constructions) the chief of 'Kyung sung European American cemetery committee' Underwood the third put in a lot of effort for many years for ownership acquisition but he was not accepted at the Administration.

* When Seoul city tried to move the cemetery because of the construction of the subway, the Yanghwajin was in the following situation. : “In 1979 the cemetery was a ruin close to a garbage area. Children feared the place and it was an empty and cold place. Also, the Seoul authorities wanted the cemetery to be moved because it was an obstacle when building the subway. *Until then, the cemetery wasn’t in any management. There was only someone with a name under the law in charge of it.
